Born in Great Britain, Ann Carr's interest in immigration law began when she relocated to the United States.  Her personal experience with the cumbersome immigration system led Ms. Carr to offer her time to other immigrants who needed help navigating the process.  Her fluency in Spanish, French and Russian contributed to this work.  It was inevitable that she would some day become an immigration and naturalization attorney.

Because of her insight into the immigration system, Ms. Carr has had the opportunity to help people of all nationalities.  She has received public recognition, including the Meritorious Public Service Award from the United States Department of Justice in 2000, for her pro bono work in representing aliens who were detained by the Immigration and Naturalization Service.  Ms. Carr was on the team of the 'Golden Venture' litigation of the early 1990s and was then instrumental in the formation and direction of the Pennsylvania Immigration Resource Center in York, Pennsylvania.  As an advocate for immigrants, Ms. Carr has had an article published in the Jesuit monthly 'America', commenting on the catastrophic effects of the 1996 immigration legislation which effectively eliminated many avenues of relief for immigrants and their families.

Ms. Carr is admitted to practice in the State Courts of Pennsylvania, the U.S. Court of Appeals for the Third Circuit, and the U.S. District Court of Pennsylvania, Middle and Eastern Districts.  She obtained her law degree in 1992 from Widener University School of Law, having her undergraduate degree from Liverpool University and a postgraduate qualification from Oxford University.  In addition to representing clients, Ms. Carr taught Immigration Law at Widener University School of Law in Harrisburg, Pennsylvania.  She has served as an Arbitrator in the Lancaster County Court of Common Pleas, and spent some time representing clients in Protection from Abuse actions in the Court of Common Pleas.  She currently resides in Northern Ireland, while continuing to provide a consultancy service to the firm.
