Attorney Troy James Mattes has been practicing immigration law in Pennsylvania since 1998. He has gained unique insights and appreciation of the issues our clients face through three years of work with the United States Peace Corps in Africa.
Mr. Mattes is capable in Spanish and fluent in French. Additionally, he works closely with a reliable network of translators of other languages to understand and work with clients from all parts of the world. He is devoted to his work as an immigration lawyer, and our location in Lancaster provides for attentive and responsive services to people with immigration and/or criminal issues at the York County Prison and York Immigration Court.
Mr. Mattes is admitted to practice before the United States Citizenship and Immigration Services, and he is able to represent clients before the Immigration Court in all 50 states. He is admitted to practice in the state courts of Pennsylvania, the U.S. Court of Appeals for the 3rd Circuit and the U.S. District Court for the Eastern District of Pennsylvania.

Carmen I. Ruiz
As the Senior paralegal and public notary of the firm since 1999, Carmen assists the firm’s attorneys in preparing and filing forms, letters and related correspondence. She is responsible for scheduling appointments with various courts and immigration agencies. She is also responsible for assisting with case preparation, as well as translation and interpretation. Importantly, Carmen is responsible for keeping attorneys and clients on time for court and interview obligations. Carmen, being fluent in the English and Spanish languages has been part of many of our client’s different stages of their journey through the legal immigration process.
Carmen conducts the translations of various Spanish documents into English and serves as one of the firm’s interpreter with our Latino and Hispanic clients in their interview process and court proceedings.
Her warm smile and personal touch assures clients that their case will be handled in a professional and caring manner. Her dedication and the best interest for our clients is what makes her one of our best assets in our team.
Felicia Del villar
Felicia joined the firm in April 2014. She came to the firm with over 10 years of customer service and banking experience. As the receptionist she was responsible for greeting clients and visitors and answering visitor inquiries, answering and routing incoming calls on a multi-line telephone system, scheduling and routing clients, maintaining the waiting area and lobby, ordering supplies, scanning, photocopying, faxing and filing documents collecting and routing mail and hand-delivered packages. In addition to being the firm’s receptionist. She performed administrative task. She managed such things as billing and account receivables, data entry, word processing, establishing and managing new case files and drafting simple correspondence. Felicia is professionally fluent in English and Spanish with the capacity to translate and interpret. Felicia excels in friendliness, respect for confidentiality and discretion, attention to detail, positive, upbeat attitude, patience in dealing with all types of visitors and dependability is what makes her a great asset to our firm. She has been promoted to our office Manager.
